Shopping cart price rule removes the need for payment method

I have set up a series of promotional codes, which discount a product by 100%. There is still a delivery payment of £5 to be paid but the payment method is taken away and said not required when it is??

    In Core Checkout/Onepage/Payment/Methods class there is a method getMethods.. in this method you have to change $quote->getBaseSubtotal() to $quote->getBaseSubtotal(),, either you can change in core or you can create a module for that

      sorry change it to $quote->getBaseSubtotal() to $quote->getBaseGrandTotal()

      This makes no sense to me, I did not set up the system this was done by some1 else. Does core mean back end? as i can’t find that section and i have been looking in the payment methods part of the system

        it is in the code file of magento and cannot be done by any user interface.. you need to do modification in magento coding
