Regarding static block

I want to create new static block having image and trying to give link of another page to this image ,

Sorry but I don’t understand the question. You want to link to a static block containing an image? Static blocks aren’t pages so they don’t have their own URL you can link to. For that you’ll need to create a new CMS page under CMS > Pages. Is that the question?
